Purpose
This course is designed to equip learners with the essential knowledge and confidence to carry out the role of a Health and Safety Representative in a New Zealand workplace. It focuses on understanding legal responsibilities, worker representation, and effective participation in workplace health and safety under the Health and Safety at Work Act 2015.
Stage 1 is the foundational and required training for anyone appointed as a Health and Safety Representative.
Course Objectives
By the end of this course, learners will be able to:
Explain the role, purpose, and responsibilities of a Health and Safety Representative
Understand key duties and rights under the Health and Safety at Work Act 2015
Act as an effective advocate for workers on health and safety matters
Identify the responsibilities of PCBUs and the role of WorkSafe New Zealand
Understand basic risk management principles and the importance of communication
Describe the process and authority for issuing Provisional Improvement Notices (PINs)
Understand the rights and procedures for directing unsafe work to cease
Recognise key health and safety documentation and worker engagement processes

Stage 1 is the only compulsory training required to become a Health and Safety Representative in New Zealand
Successful completion enables HSRs to exercise their legal powers, including issuing PINs
